The European Commission issued guidance to all member states asking them to curb oil demand and postpone scheduled refinery maintenance. Not a mandate yet, but close. The goal is to keep every refinery running at max capacity while imports are disrupted. Shell's CEO warned publicly that Europe could face fuel shortages as early as this month if the Hormuz blockade continues.
